Cape Horn Maintenance Co. was originally established in 1965 primarily as a private Water Company, in Concrete WA, to establish and maintain a water system to serve the property owners in the Cape Horn community with fresh and safe running water. Our community is made up of families, retirees, vacationers and friends.

Cape Horn Maintenance Co. is a private company, wholly owned by the property owners of the Cape Horn community, and regulated by water utility rules, laws and guidelines of the State of Washington and Skagit County. Secondly, Cape Horn is an acting HOA comprising a community of over 500 lots located on the banks of the Skagit River surrounded by old growth trees and stunning mountain views.

The HOA collects water assessments to maintain and upgrade the water system pumps, water lines and water quality for all residents. The members vote to elect board members, create and update community standards and regulations, and establish fines for late assessments and code violations. Cape Horn is located outside of the city limits of Concrete, therefore is governed by the statutes and codes of Skagit County and WA state. The remedy for violating HOA regulations is assessment of fines, liens and protentional foreclosure of property. Violating a Skagit county or State of WA statute or law can involve county fines, liens, foreclosure or legal action taken by the county sheriff, health department or department of animal control.

Our mission is to maintain and improve the water rights and water delivery system to secure the investment of our owners and enhance the quality of life through management of common areas, enforcement of rules and covenants, support of initiatives that maintain the common elements and individual properties, in addition to investment in capital improvements that benefit the greater good.
